Gov. Meyer Delivers First State of the State Address, Outlines Bold Vision for Delaware

Meyer Calls for School Funding Reform, Boosts Classroom Investment
DOVER, Del. (WITN22) — Gov. Matt Meyer on Thursday delivered his first State of the State address before a joint session of the 153rd General Assembly, presenting an ambitious agenda focused on education, housing, healthcare, workforce development and government efficiency.
In a speech that emphasized collaboration and urgency, Meyer said Delaware is poised to lead the nation through innovation and unity.
“People don’t want handouts — they just want a fair shot,” Meyer said. “Together, we will restore your faith in Delaware’s ability to make big things happen. Our state is hopeful, our state is fearless, and the state of our state is strong.”
Tax Relief and Budget Priorities
Meyer proposed personal income tax cuts for 92% of Delawareans and the introduction of new tax brackets targeting high earners. His proposed budget also includes the elimination of $50 million in medical debt.
Education and Child Care
The governor reaffirmed his commitment to public education, announcing a $6 million initiative to support classrooms directly. He highlighted investments in early literacy, teacher pay and efforts to limit cell phone use in schools. Meyer urged lawmakers to pass a comprehensive school funding reform package by the summer.
He also pushed for increased access to affordable child care.

Healthcare Access and Medical Workforce
Addressing the state’s healthcare workforce crisis, Meyer called for measures to reduce emergency room wait times and recruit more doctors and nurses, particularly in Kent and Sussex counties. He expressed support for creating Delaware’s first medical school and expanding mobile health units.
The governor also proposed investments in paramedic services and introduced a “Farm to Pharmacy” initiative aimed at delivering community-based care.
Housing and Homelessness
With housing costs on the rise, Meyer announced plans to sign an executive order reestablishing the Delaware Interagency Council on Homelessness. His budget proposal includes new funding for workforce and affordable housing, support for Downtown Development Districts and replenishing the state’s Housing Development Fund.
Workforce and Economic Development
Meyer said his administration will consolidate state workforce programs under a new office with measurable goals. He pointed to the expansion of EDGE grants and plans to grow the Port of Wilmington, which he said would create thousands of union jobs.
He also vowed to move forward with launching the state’s recreational marijuana market and said a new Marijuana Commissioner would be announced in the coming days.
Government Efficiency and Oversight
To boost transparency and accountability, Meyer called for the creation of an independent inspector general. He also pledged to modernize outdated state systems, including those managing unemployment insurance and housing permits.
