March 1, 2022
WILMINGTON, DE – New Castle County Vo Tech is pleased to announce that Colleen Conaty was approved by the Board of Education to assume the new position of Supervisor/Wilmington Youth Development Liaison to work directly with the City of Wilmington in its ambitious $50 million Eastside residential redevelopment plan. In the first-of-its-kind partnership between NCCVT and the City, 25 or more City youth from local neighborhoods will learn construction trades in internships that combine both classroom learning and paid job training. Ms. Conaty will manage the partnership, recruit both students and community partners, and serve as the liaison between NCCVT and the Mayor Purzycki’s Office.
As part of the restructuring, Jermaine Williams will assume the role of NCCVT CTE Supervisor. In his new role, Mr. Williams will be responsible for planning, developing, and monitoring the overall performance, viability, and sustainability of Career and Technical Education programs across NCCVT’s four schools, grant writing, and serving as NCCVT’s liaison with business and higher education representatives to coordinate school-based instruction, work-based experiences, articulated and dual enrollment credit options. Mr. Williams’ current role as CTE Specialist will remain unfilled at this time.
“This is an incredibly unique opportunity to build a partnership with the City that directly impacts the lives of our students, City residents, and the City itself,” said Superintendent Joseph Jones. “Colleen’s extensive background in CTE, her understanding of students, and her relationships within the City make her a perfect fit for this unique role. Jermaine and Colleen have worked together over the past year and a half, and Jermaine possesses the knowledge and skills we need as the CTE Supervisor. We anticipate a very smooth transition as Jermaine and Colleen transition to their new roles.”
Ms. Conaty has a long history with NCCVT. Prior to serving as Supervisor for Career and Technical Education and Talent Development, she was an Interim Principal and Assistant Principal at Howard High School of Technology and a Vocational Specialist and Early Childhood Education teacher at St. Georges. From 1995-2006, she owned and operated two early childhood centers in New Castle County. She earned her Master of Arts in Education of the Gifted from Teachers College at Columbia University as well as an additional 45 graduate credits in Educational Leadership, Administration, and Supervision from Fordham University, Wilmington University, and the University of Delaware.
Mr. Williams is a nationally recognized educator. Most recently, he has served as CTE Specialist for New Castle County Vo Tech. In September 2020, he was named a School Ambassador Fellow by the U.S. Department of Education, and he previously served on the Rodel Teacher Council and Schools That Lead. Mr. Williams joined NCCVT as a paraeducator at Hodgson Vo Tech before becoming a Culinary Arts teacher and then co-op coordinator at St. Georges Technical High School. He earned a Master of Education in Career and Technical Education with a Certificate in School Leadership from Wilmington University.
