GOVERNOR MEYER ANNOUNCES COMPREHENSIVE ENERGY REFORM PACKAGE

Plan Prioritizes Consumer Relief, Transparency, and Long-Term Energy Stability
WILMINGTON, DE— Governor Matt Meyer today unveiled a bold initiative to tackle rising energy costs, enhance consumer protections, and secure immediate relief for Delmarva Power customers facing steep bill increases.
“Too many Delaware families opened their energy bills this winter to find shocking rate hikes with little to no explanation,” said Governor Meyer. “That’s unacceptable. No one should have to choose between heating their home and buying groceries. My administration is taking action to provide immediate relief, increase oversight, and implement lasting reforms to protect Delaware ratepayers.”
The Governor’s plan combines urgent consumer protections with long-term legislative solutions to ensure affordable, fair energy pricing. It underscores the importance of an energy system that serves consumers, not just corporations. Meyer emphasized that renewable energy policies are not to blame for rising costs—in fact, diversifying energy sources will help drive prices down.
“The system is broken when utility companies can pass unnecessary costs onto consumers with minimal accountability,” Meyer said. “That changes today. We are demanding immediate relief, strengthening oversight, and pushing for real reforms that safeguard Delaware families now and in the future.”
Immediate Actions to Support Delaware Ratepayers
To ensure transparency and hold utility companies accountable, Governor Meyer is implementing the following immediate measures:
- Demanding immediate rate adjustments for Delmarva Power customers affected by excessive winter rate spikes.
- Appointing a new Public Advocate committed to challenging unfair rate hikes and improving consumer transparency.
- Reappointing a Public Service Commission (PSC) Commissioner to focus on stronger regulatory oversight and ratepayer protection.
- Overhauling the PSC dispute resolution process to create a transparent, responsive system for consumers challenging unfair charges.
- Collaborating with legislators on additional consumer relief and protection efforts.

Legislative Solutions for Long-Term Energy Reform
Governor Meyer is also backing a legislative package aimed at increasing accountability and fairness in Delaware’s energy system:
- Senate Bill 59 (SB 59): Strengthens consumer protections by requiring the Public Service Commission to apply the “prudence” standard when assessing utility costs, ensuring ratepayers aren’t burdened with unnecessary or wasteful spending.
- Senate Bill 60 (SB 60): Prohibits utilities from using customer funds for unregulated activities such as lobbying and political contributions, while also capping excessive capital expenditures by electric distribution companies.
- Senate Bill 61 (SB 61): Enhances transparency by mandating public disclosure of votes cast at PJM Interconnection meetings, allowing Delaware ratepayers and policymakers to understand the decisions impacting their energy costs.
